The concrete contractor should cut the rebar flush with the foundation. They have the tools for doing this. If you have to do it yourself, I guess I'd go at it with a sawzall (reciprocating saw) and expect to use up several blades.

I know this is probably a no brainer but I have had a new concrete foundation recently poured. The reinforcing rebar sticks out of the walls about an inch......how do I get that inch off so I can waterproof the wall? Do I cut it or just bend it off? Or is the concrete contractor suppose to do it?
