Steam heat question

I have a old steam radiator system - are there any issues with closing the bulbs on the radiators to regulate heat?
I'm getting completely opposite answers from different contractors - either it's going to create imbalances in the system and be disastrous, or it's using the bulbs for their intended pupose. Help?
