rotted mudsill and stud

Dear Friends,

I hole in the roof valley allowed water to run down the side of the house.
The mudsill and a stud has disintegrated in a 5 foot section. Has anyone
tried this kind of repair?

I need an anchor for the concrete block, but I don't know which anchor
to use or how to fasten it to the concrete block. When cleaning out the
rotted wood, I found a piece of hardware with several metal prongs. Is this
an anchor?
